Mike, The water is coming in on the passenger side, Right? You have A/C too right?
Take a lok at the caulking around the box itself. You may need to remove the wipers and that chrome piece at the base of the windshield. The caulk dries up and cracks then allows water to enter. Also check the drain as well, they clog up with debris and cause water to back up and flow into the interior. Since your going to replace the Heater Core anyways, When you separate everything, be sure to scrape all the old Caulking and install new strip caulk.

Strip Caulk is basically strands on black caulk, very plyable and seals well. it takes years to dry out. Using silicone smells for days, bathroom caulk or urethane will be a disaster if you ever need to take it apart again.
you should be able buy strip caulk at any Hardware store

If u can't find it at hardware store, any reputable parts store will have it or can get it. 3M makes it and its in a blue box. Sorry, i don't recall the number on it.

Are you getting a water leak inside the car?
I know this from experiece..................
My '86 LS leaked on the pass side each and any time it rained.
Just by chance (or maybe not) one day the heater core let go and started leaking too.
I suspect that the guy I got the car from had a hater core leak at one time and whoever he let work on the car had no clue how to change a heater core in a 1986 Monte. Or any Monte Carlo for that matter.
Inside the car you'll find the heater box is actually two sepreate pieces. But they are sealed at the factory. You break this seal and you will get water inside the car all the time it's wet out.
I sealed the two pieces with some black silicone since these pieces are black as well.
And to change a heater core in a 1986 Monte, it's done from under the hood. Not inside the car.
If you take a finger and feel around the heater box inside the car you'll see there's a lip just to the back about 1/2 an inch from the front face. This is where they seperate. And this WAS where my car was leaking.

Anytime you open the top of the evaperator case you need to remove the old sealer and use new stuff. This also includes the area that doesn't butt up against the body. Also be sure to get good overlapping in the corners. Paint and body supply companies should have the 3M Weatherstrip Cualk also.
